Setting the Standard for E-Bike Training in Europe

The Challenge

With the rise of electric bicycles, the need for well-trained mechanics, salespeople, and dealer managers has grown across Europe. However, there was no standardized training or certification framework in place to ensure consistent knowledge and skills. To address this, the European Union launched the E-Bike Inventory project under the Life Long Learning Program. As the project coordinator, Innovam led the Two Wheeler Innovation Network (TWIN) to assess the industry’s training needs and develop a unified approach to E-bike education.

Our Approach

The TWIN project focused on two key objectives:

  1. Developing a European competence profile – Innovam created an online self-assessment tool and a full set of courseware materials, including trainer manuals, student materials, and practical worksheets. Additionally, a state-of-the-art Virtual Reality animation was designed to enhance learning.
  2. Establishing a European certification standard – This included defining qualifications for E-Bike Mechanics, Salespersons, and Dealer Managers and designing a sustainable European network platform for knowledge exchange.

To achieve these goals, Innovam assembled a specialized team of project managers, E-bike trainers, assessors, and content developers with expertise in online training, examinations, and certification development. Working closely with partners CELF (Denmark) and Syntra West (Belgium), the team used existing resources to create standardized training materials and certification programs.

Blended Learning & Certification Framework

The training framework developed under TWIN allowed education and training institutes across 12 European countries to implement consistent, high-quality E-bike training programs. This approach enabled:

  • E-learning modules for flexible, self-paced learning.
  • Hands-on training materials to reinforce technical and diagnostic skills.
  • Standardized examinations to ensure industry-wide competence.
  • A European certification system that allows manufacturers and suppliers to work exclusively with qualified and certified dealers.

The Impact

The TWIN project has transformed E-bike training in Europe by providing a structured and harmonized certification system. Training institutes across Europe can now adopt best practices without reinventing the wheel, ensuring that mechanics and sales staff are equipped with up-to-date knowledge and skills. Consumers can easily identify certified dealers through an official licensed logo, reinforcing trust in the industry.

By establishing a standardized competence framework and certification system, Innovam has played a key role in professionalizing the E-bike sector, ensuring higher service quality, and supporting the continued growth of sustainable mobility in Europe.
